					<description>This Just War criteria means The Powell Doctrine cannot, when practiced as preached, be just war. Overwhelming Force, the cornerstone of General Powell's theory flies in the face of "proportionality" and thus never gets past the presumption against non-violence and can never be a just war. This seems to be a shame because the doctrine seems to be workable and likely to save lives both in ending wars quickly and in scaring others out of war with us. I guess the difference is before Iraq (and Viet Nam), war was something necessary. And only since Iraq has war been a preemptive act. Would Colin Powell still support his doctrine in a preemptive war on the slim theory it would cause a proportional amount of fear so as to protect us against the same type of war we would be thrusting in the face of bluster?</description>
